Acceptance of Minutes from Previous Meeting
The minutes from the AGM in May 2025 were agreed and accepted.

Matters Arising from Previous Minutes
Casual Vacancy – The meeting Agreed to co-opt James Pink as a councillor for one of the Newbold Ward vacancies. CLLR PINK then joined the meeting as a councillor.
Traffic Calming – CLLR GATEHOUSE reported that she had the speed gun, but there were no volunteers to join and be trained for community speed watch. There wasn’t any feedback to report from other parishes. CLLR PINK asked about the location of the 30mph sign at the end of Newbold, which was in the wrong place and causes a disturbance to residents as drivers change speed. Noted that the parish council had looked at moving road signs in the past with WCC, however the legal costs were prohibitive and would need to be met by the parish council. Noted that there was money in the budget for traffic calming as a priority identified in the Tredington Neighbourhood Plan. The clerk would forward details to CLLR PINK of contacts at County Highways.

Chairman: Nothing to report

Clerk: The clerk reported that a budget report for the period to the end of June would be presented to the next meeting. He was working with the relevant providers to purchase a new notice board for Newbold and dog waste bins for Newbold, Armscote and Tredington.

Armscote: CLLR GATEHOUSE reported that the bench mentioned in correspondence by residents was not owned by the parish council. CLLR GATEHOUSE would examine options for replacing or repairing with residents.

Blackwell: Nothing to report

Darlingscott: Noted residents have asked about a footpath and access and advised to contact WCC Rights of Way to raise any issues. Noted that residents in Potters Lane had now involved the local police in their issues.

Newbold: The meeting discussed the use of the footpath by Hands Farm, there were concerns that the public weren’t using the footpath. Noted that this wasn’t a matters for the parish council and if there were issues around trespass this was something for the landowners. The meeting discussed banking issues for Newbold Village Hall, the clerk would forward contact details to CLLR PINK of a previous Chair, who may be able to assist

Tredington: The meeting discussed the playground. The clerk would liaise with CLLR WEBB to order the replacement play-bark and research options for new ‘diggers’ for the sand pit. CLLR WEBB would fix the swing parts. CLLR DUNN would put a message on the village Facebook page regarding litter etc in the play area.

Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.
CLLR CURTIS (WCC) introduced himself as this was his first meeting, though a new County Councillor he had been a district councillor for six years, and finance portfolio holder for two. He thanked for CLLR SECCOMBE for her hard work over many years and would be arranging a handover during August. The clerk would send relevant WCC contact details to CLLR CURTIS. Noted that post the May 2025 election a Reform led cabinet had been formed. Local government re-organisation proposals continued to be worked on at County level, with final submission in November 2025, there would be greater responsibilities for parishes whatever was agreed
CLLR CURTIS advised the parish of three funding streams:

County Councillor Grant Fund. The key aims are equalities, sustainability, reducing loneliness and community assets. Parish councils to provide applications based on community ideas.

District Council Community Grants Fund. £250,000 in total. Criteria to be determined.

District Council Climate Energency Fund. Details to be circukated
Noted that WCC were promoting health checks on behalf of local NHS trusts, take up had been excellent so far. CLLR CURTIS to circulated further details
CLLR HARVEY (SDC) had circulated a written report which the meeting noted, and CLLR DUNN thanked him for, the clerk would circulate to CLLR CURTIS. CLLR HARVEY drew the meeting’s attention to correspondence from SDC regarding devolution implications for parishes, particularly whether the current SDC parish structure was fit for purpose, there were currently 31 parish or town councils levying a precept of less than £10,000 and in the longer term with greater responsibility these wouldn’t be sustainable. SDC were currently working with consultants on their preferred devolution option, consultation would take place in July ahead of the November 2025 submission.
The meeting noted environmental projects planned by SDC and that the traveller’s site at Darlingscott is part of Tredington not Shipston. In relation to the site CLLR HARVEY has again spoken with planning enforcement though there don’t seem to be any further planning options, though SDC officers do visit the site twice a year to ensure that the number of caravans is as permitted. CLLR HARVEY would continue to work with CLLR CURTIS to examine road safety options for the site. Noted that Warwickshire police have a liaison officer for traveller sites

Date of next meeting
The next meeting would be an OGM on 7th July 2025, commencing at 7:30 pm. This would take place at Blackwell given the parking issues at Newbold with the bowls club in the summer. The September meeting would be planned for Tredington.
