IN ATTENDANCE:, IAN WILSON (CLERK), CLLR I SECCOMBE (Warwickshire County Council (WCC) and one member of the public.

Apologies were received from CLLR  M ASTON, CLLR D GATEHOUSE , CLLR J MURPHY and CLLR T HARVEY (Stratford District Council (SDC)),these were accepted.

There were no declarations of interest.

 

  1. Acceptance of Minutes from Previous Meeting

          The minutes from the OGM in December 2023 were agreed and accepted.

 

  1. Matters Arising from Previous Minutes

Newbold Open Space – Noted that account form legal advisors had been sent to Lioncourt for payment

Tredington Playground – Councillor’s grant of £600 received, noted that a quote for replacing bark amounted to £2000 and a new builder was required to re concrete the uprights and rebuild the fence. A further quote is also required to attach new swing bases and also to provide a sign warning residents not to walk dogs on the playground. Noted that two residents had expressed an interest in being part of a community working group to raise funds for further improvements.

  • Chairman:  See Newbold

 

  • Clerk: The clerk reported that Zurich Insurance renewal quote had been received and he would compare to others before passing to the council for payment. A Newbold resident had requested that the green in Newbold not be mowed when crocuses were planted. A resident had requested that the parish council again consider supporting no mow May, Agreed in principle but to be discussed further between councillors and the contractor. Tredington WI had asked for the Parish Council to take ownership of the ‘Welcome to Tredington Booklet’, the meeting discussed the request and councillors felt that the parish council had insufficient resource to undertake this.

 

  • Armscote: CLLR WEBB reported damage to kerbstones and drainage issues in the hamlet that CLLR SECCOMBE would take forward with WCC Highways.

 

  • Blackwell: The meeting discussed the AED being relocate to the village hall and the request for a larger cabinet, Agreed that one could be provide by the Parish Council if required. Noted a request from a resident to determine ownership of a strip of land by Orchard Cottage, the clerk would contact Land Registry. Also noted that planning conditions for recent barn conversion permissions should be checked with SDC planners.

 

  • Darlingscott: CLLR NEWBERY reported on-going issues with the traveller site. CLLR SECCOMBE would again raise with WCC Highways, particularly with regard to alterations which had been made and were causing flooding

 

  • Newbold: Dog waste bins were being arranged with SDC, resident planning concerns had been responded to through consultation and commencement of work to improve the allotments would take place when the weather improved. The clerk would in the meantime contact holders who needed to remove items before the plots could be re let.

 

  • Tredington:  See Tredington Playground and Clerk’s items. CLLR MACPHERSON reported that Shipston First Responders, a voluntary organisation desperately needed to replace their vehicle, cost expected to be around £35000. The group had launched a public appeal and requested donations from community groups, including the parish council. The clerk would send a grant application to CLLR MACPHERSON and councillors would ensure that publicity for the appeal was spread further. Arranging presence at such as Ilmington show was discussed.

 

  1. Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.

 

CLLR SECCOMBE (WCC) reported that WCC were in the process of agreeing a budget for 2024 and the meeting noted the cost pressures the council were facing from Special Education Needs (SEN) demands, these were unsustainable, but the council has to meet the pupil’s SEN as determined by tribunal under the Children’s Act 2014. Noted that Adult & Children Social Care cost pressures were being effectively managed by WCC, compared to peers. Overall the budget would require a council tax increase of just under 5%.

 

Locally, a Newbold resident had suggested that Moss Lane be widened. CLLR SECCOMBE would discuss with County Highways and arrange further meetings. It was Agreed that the parish council would be represented.

 

Noted that WCC had repaired the footpath between Newbold and Alderminster and that WCC Highways were looking at solutions to prevent flooding at Halford roundabout.
